It's different from a normal report card insofar as it is not a score an agency gets when compared to other agencies; it's an assessment of how an agency has done in the year in the context of its own resources, reputation and opportunities.

So a large agency could score poorly if it hasn't taken advantage of all at its disposal, a small agency could score well if it outperforms, and so on.We believe we've been objective and fair; we're confident that you will think so, too.
